Population of Latvia and economy as a whole supported considerably by the EEA/Norway Grants

On Thursday, June 9, in the Ministry of Finance (MoF) already the fifth annual meeting of the European Economic Area (EEA) and Norwegian Financial Mechanisms was held At the meeting the representatives of the MoF and other line ministries discussed the current progress of implementation of the EEA/Norwegian Financial Mechanisms programmes with the representatives of the Norwegian Ministry of Foreign Affairs, the Financial Mechanisms Office, as well as the Embassies of Norway and Iceland in Latvia. 

On Thursday, June 9, in the Ministry of Finance (MoF) already the fifth annual meeting of the European Economic Area (EEA) and Norwegian Financial Mechanisms was held At the meeting the representatives of the MoF and other line ministries discussed the current progress of implementation of the EEA/Norwegian Financial Mechanisms programmes with the representatives of the Norwegian Ministry of Foreign Affairs, the Financial Mechanisms Office, as well as the Embassies of Norway and Iceland in Latvia.

At the moment 7 programmes with almost 350 projects are being implemented in Latvia with the total financial mechanisms allocation of 67.1 million euros. Up to now the financing of 36.4 million euros or 54% of the total allocation granted to Latvia have been received from the Donor States and invested in the development of Latvia. The investment outcome is already seen in several significant areas. The NGO sector in Latvia is being strengthened, by developing proposals for setting up an efficient NGO aid system, which triggered the implementation of the national NGO Fund in 2016, allocating thereto 400, 000 euros; there are about 100 new ideas created in the Green Technology Incubator, number of cultural objects throughout Latvia have been restored and, in turn, within the scope of the Correctional Services Programme, electronic surveillance is implemented in Latvia and Police Detention Centers are renovated.

The representatives of the Donor States approved of the attitude of Latvia, the job done up to now and considerable progress in programme implementation, as well as the risk management enabling to achieve and even surpass the set goals. Latvia is still showing one of the best performances in the programme implementation among other beneficiary countries of the financial mechanisms. This is thanks to focussing on sound management and actual reforms.

At the same time, the Norwegian Ambassador to Latvia congratulated Latvia on successful accession to the OECD, which was up to now also supported by the Norwegian party in various ways during negotiations stage. The Ambassador also expressed his support to further implementation of structural reforms in Latvia.

During the meeting both parties acknowledged that the established cooperation and mutual trust form the basis for being confident that Latvia will manage to achieve the set goals also in the next Financial Mechanisms Period 2014 - 2021. Likewise, the Donor States outlined the importance of strengthening bilateral relations, which promote cooperation within the EEA / Norway Financial Mechanisms programmes and projects.

Up to now financial mechanisms have contributed to such areas relevant for the development of Latvia as justice, science and innovation, capacity building of local governments, environment, preservation of cultural heritage and civic society.

Within the scope of the annual meeting, the parties also discussed the commencement of the new EEA / Norway Financial Mechanisms Period 2014 - 2021 and priorities with respect to recently published draft regulation of the Donor States. At the moment the documents prepared by the Donor States are under review and coordination in the beneficiary countries, expected to be completed in September this year.

The representatives of the Ministry of Finance emphasised that during the new Financial Mechanisms Period the focus should be laid on a strategic approach, based upon priorities of the state of Latvia, clear and noticeable outcomes, which are sustainable and enable positive changes, close bilateral cooperation possibilities and keeping the sound management from the previous period.
